At the heart of STAR Communities is a simple belief: we are stronger together. We’re a growing collaboration of neighbors, local leaders, public agencies, businesses and organizations along the American River — all working together to create a more connected, inclusive and supportive region.
STAR Communities was founded to uplift and unite. From celebrating and uplifting diversity to spreading kindness, we serve as a connector — bringing people together to turn ideas into impact. Our focus is on shared action and shared hope.
Our mission is to foster awareness for important causes and show up together in support of the people and communities that make up the American River region.
Our vision is a region where collaboration and support for our communities leads to a more inclusive, compassionate and connected community.
We’re just getting started — and we can’t wait to introduce you to the passionate people behind STARCommunities. From community leaders to local champions, these are the faces and forces helping us build a more connected, inclusive American River region.

Guided by a vision of inclusive, compassionate and connected communities, Shelby founded STARCommunities to foster awareness and collective support across the American River region.
She believes that progress starts with people — and that when we work together, we can build a stronger future for everyone.
Shelby is proud to co-lead this effort alongside authentic champions of the community — individuals who lead with heart, purpose and a deep commitment to making a difference. She’s also grateful to do this work with the full support of Cordova Recreation & Park District, where she serves as Communications Manager, helping to foster meaningful connections through storytelling, outreach and public engagement.
Outside of her organizing efforts, you’ll often find her out in the community, building relationships and sparking meaningful change. She also enjoys discovering new lunch spots and taking walks with her husband and their dogs.
Dawn has the honor of working as the Vice President of Operations for Visit Rancho Cordova, a tourism bureau founded in late 2010. She worked as a contractor with Visit Rancho Cordova since 2013 and became full-time in 2021. Before that, she worked for the Rancho Cordova Chamber of Commerce for over 14 years as their Operations Director.
In a short time, she learned what an incredible community Rancho Cordova is. Dawn currently serves as the Treasurer of Leadership Rancho Cordova and has served as their Program Administrator/Manager for over 16 years, with over 350 graduates.
She has over 30 years of bookkeeping and operations experience, starting with her career as an Accounting Liaison for the Southland Corporation in Fresno, California. Dawn was responsible for producing financials for over 50 “7-11” stores and payroll for over 400 employees throughout the San Joaquin Valley. Southland Corporation moved its Fresno operations to Rancho Cordova in 1994 and soon closed that location in 1996. It was then that she began working for a local Trucking Company as their Office Manager from 1996-2005. Before her work for the Chamber of Commerce, she was the Office Manager for Techline Studio, a modular furniture store. At that time, one of Techline’s owners just so happened to be the board chair of the Rancho Cordova Chamber of Commerce. One meeting later, and the rest was history.
Dawn enjoys music, crocheting, hiking, camping, and just spending time with friends and family. She has a wonderful husband of 36 years, 2 children, 2 grandchildren, 3 turtles, a pond full of fish and a gecko. Her heart is most content when she can help others and connect individuals. Servant leadership is such a passion of hers, and she is very honored to be part of this movement of collective support for causes that need a voice. Together, we will do great things.
